ASEAN Public-Private Partnerships: Models, Legal and Financial Structures to Boost Foreign Direct Investments

The High-Level Dialogue on ASEAN-Italy Economic Relations, exclusive to ASEAN Countries and European Chairmen and CEOs, Ministers and Institution Leaders by invitation only, recently reaffirmed its position as the focal point for strengthening economic ties between ASEAN countries and Italy. The third edition of the Dialogue was held in Hanoi, Vietnam, on June 5th and 6th, 2019. Nguyen Xuan Phuc, Prime Minister of Vietnam, and Giuseppe Conte, Prime Minister of Italy, were among the event’s eminent speakers and delivered their opening remarks.

The Dialogue is an initiative of Italian management consulting firm, The European House – Ambrosetti. Mahanakorn Partners Group is the think tank’s ASEAN-headquartered partner company and Technical Partner for the High-Level Dialogue on ASEAN-Italy Economic Relations. Mahanakorn Partners Group’s Chairman, Luca Bernardinetti, moderated the panel session entitled ‘Tools for Economic Cooperation: PPP, Free Trade Agreements and Financial Innovation to Support Growth in ASEAN Countries’. The MPG Chairman also presented the position paper ‘ASEAN Public-Private Partnerships: Models, Legal and Financial Structures to Boost Italian Investment’, written jointly by The European House Ambrosetti and Mahanakorn Partners Group. The paper presented a taxonomy of PPPs in ASEAN, dissecting PPP investments by type, by country and by sector, with a broad analysis of their legislative frameworks and undergirding financial structures.

The Position Paper delves into economic indicators such as GDP growth and analyzes three decades of Private Participation in Infrastructure (PPI), dissecting types of investment by amount, sector and country. The essay also touches on the ASEAN Principles for Public-Private Partnership Frameworks; the 36th ASEAN Ministers on Energy Meeting on 29 October 2018, which laid out a roadmap for the energy generation and distribution industry in ASEAN; the establishment of the ASEAN Smart Cities Network (ASCN), whose goal is to provide the ten ASEAN Member States (AMS) with a platform to achieve smart and sustainable urban development; the ASEAN Master Plan for Connectivity (AMPC), whose compelling vision is “to achieve a seamlessly and comprehensively connected and integrated ASEAN that will promote competitiveness, inclusiveness, and a greater sense of community.”, and an abstract on Structured Finance for PPP Projects in the ASEAN Region, illustrating the use of equity, debt and mezzanine finance.
