Enhancing Consumer Safety: New Labeling Requirements for Laser-Enabled Products

In a bid to fortify consumer safety, the Committee on Labels, vested with authority under Section 30 and Section 31 of the Consumer Protection Act B.E. 2522, has announced a significant measure concerning products featuring laser components. Laser beams, integral to a myriad of products ranging from fax machines to laser pointers, undoubtedly offer convenience but also harbor potential risks to human eyes and skin when not handled with care.

Effective from January 27, 2024, the Committee has declared that products containing lasers as essential components will now be classified as label-controlled items. This announcement heralds a pivotal step toward safeguarding consumers from the potential hazards associated with laser usage.

Under this regulation, label-controlled products must prominently display crucial information to guide consumers and ensure safe usage. The stipulated requirements for labeling include:

1.   Name, Category, or Type of Goods: Including the country of origin for imported goods.

2.   Manufacturer’s Name or Trademark: Must be registered in Thailand for sale within the country.

3.   Importer’s Name or Trademark: Also, registered in Thailand for sale within the country.

4.   Country of Manufacturing: Clear indication of where the product is manufactured.

5.   Place of Manufacturing or Import Business: For products available in the market.

6.   Size, Dimension, Quantity, Capacity, or Weight: Providing specifics about the physical attributes of the goods.

7.   Class, Wavelength, and Maximum Output Power: Crucial details about the laser components.

8.   Instruction: Clear guidance on product usage.

9.   Recommendation or Prohibition: Advisories for safe use or restrictions.

10.   Warning (if any): Alerts about potential risks.

11.   Manufacturing or Expiry Date: Ensuring consumers are aware of the product’s timeline.

12.   Date for Usage in the Specified Period (if any): Additional information on usage timeframe.

13.   Price in Thai Baht or Other Foreign Currencies: Transparency in pricing.

It’s imperative to note that if the label-controlled product cannot accommodate all the information from points 1 to 10, the manufacturer has the option to include the remaining details on the product’s packaging.

This comprehensive labeling approach aims not only to inform consumers about the product but also to empower them with the knowledge needed to make safe and informed decisions. By providing a detailed breakdown of the laser components, usage instructions, and safety precautions, consumers can navigate their choices with confidence.
