Effective Implementation of Waste Management Measures in Thailand

On 2 July 2023, Mr. Anucha Burapachaisri, the Deputy Secretary-General to the Prime Minister for Political Affairs and the acting government spokesperson made an announcement that reiterated the enforcement of waste management measures in Thailand, which will take effect from November 1, 2023. These measures, initially declared in a ministerial proclamation published in the Royal Gazette on May 31, 2023, aim to regulate the management of waste and unused materials. The obligations of waste generators and operators have been in force since June 1, 2023.

The government spokesperson highlighted the key aspects of the waste management measures. The integration of the Polluter Pays Principle (PPP) within the legislative framework signifies a significant shift in waste management practices. This principle holds waste-generating factories accountable for the complete lifecycle of waste management, emphasizing their responsibility from the point of generation to final disposal. By adopting the PPP, the government aims to foster responsible and sustainable waste management practices.

To facilitate effective waste management, waste-generating factories are required to report their data through the iSingle Form, a central data reporting system administered by the Ministry of Industry. This digital platform, utilizing big data, enables the ministry to formulate informed policies, regulate factory operations, and combat illegal dumping, safeguarding both the well-being of the public and the environment.

It is important to note that approximately 27,000 factories have yet to report their waste management data, out of a total of 60,638 factories in Thailand. To ensure compliance, the government urges Industrial Offices across all provinces to actively coordinate, monitor, and emphasize timely reporting through the designated system. Aligning with the government’s environmental policies and Prime Minister General Prayut Chan-o-cha’s commitment to sustainable development, this comprehensive approach emphasizes environmental protection, resource conservation, greenhouse gas mitigation, climate change adaptation, and integrated waste management.

The enforcement of waste management measures in Thailand marks a significant milestone in addressing environmental concerns and promoting sustainable practices. Businesses operating in the country must adhere to the waste management regulations and fulfill their reporting obligations through the designated system. Compliance not only mitigates potential penalties but also contributes to a cleaner and healthier environment for all.
